10/28 Fans meeting Enrollment (Except fans from Japan/Korea/Taiwan)

Regarding to the F4 fans meeting is held by Taiwan Tourism Bureau,
Jerry has got some attending tickets for fans(except fans from Japan
and Korea). If enrolling members are more than the tickets, it will be
determined by draw lots.

    does the 10/28 fans meeting enrollment means...those who have not drawn on first drawing list will have a chance to enroll and attend the 27 and 28th? or is this just for the 10/28 meeting day only?..thanks for the info...
